If you are an investor, entrepreneur or self-employed individual, and you want to live in the province of Quebec, you may be able to take advantage of one of three Quebec business/investor immigration programs. For all three programs, you have to demonstrate the ability to establish yourself economically in Quebec. Once the provincial government is satisfied that you meet eligibility criteria, you will be issued with a Quebec Selection Certificate (Certificat de sélection du Québec, or CSQ). This, along with the satisfaction of various health and security criteria, will enable you to obtain permanent residence.
Quebec Investor Program
This program is available to eligible individuals with a net worth of at least CAD $1.6 million, have experience in managerial positions, and are willing to make a government-secured investment of CAD $800,000 over a period of five years.
There are several well-respected financial institutions in Canada that have investment programs available to business immigrants.
Quebec Entrepreneur Program
This is available to eligible individuals with a net worth of at least CAN $300,000, have experience managing a business that they owned or controlled, and who are in a position to set up or acquire a business in Quebec that will create at least one new job opportunity.
Applicants who have advanced intermediate French language skills can apply to this program.
Quebec Self-Employed Person Program
This program is available to individuals with a net worth of at least CAD $100,000, who have work experience in the profession or trade that they intend to practice once they are in Quebec.
